A society mainly requires law for a smooth functioning and peaceful environment. Law is drafted with the main aim to maintain justice and equality amongst citizens and avoid any malpractices within the jurisdiction. A particular law is capable of protecting a victim and punishing the culprit for unjust actions. If an individual violates a norm they do not have any alternative except of accepting the punishment.
If a society does not have a strong law system, surviving in such an atmosphere can be difficult. For obvious reason because every individual will have their own school of thoughts contrasting form the other one. This will result into crimes like murder, steal, rape, trespass, bully, terror and damage. Furthermore, no one will be able to do anything about this situation as there are no norms.
